As it appears that the principal criminal afcung E-bin was a notorious Offender charged in the original accusation, it is right on request that he be surrendered at the same time, and in consequence of the above Report, I have now the honour to request that Your Excellency, the Governor of Kwang-tung, on the arrival of Colonel Lai, will give orders for the arrest without fail, and handing over for conveyance to the persons previously named in the list with Yeung Fo-sin. At the time of their trial orders will as usual be given not to employ torture in examination.
